Ninku DVDs are available on Amazon in Japan; there are numerous secondary dealers selling used ones at the market place. You can use a middleman like http://www.tenso.com/en/ if the vendor you choose don’t ship to your country (likely).
The subs can be OCRed or just typed down. I once typed ep 1-6 of an anime down from hardsubs, due to lost scripts, so I know it can be done. I don’t deny it was boring though 🙂

For the older episodes (1-25), you’ll have to type out DB’s subs.
the first 25 episodes can not extract the subs
and I can not find raws for the first 25
or at least MP4 🙁
